There are reviews on a couple of US Cutter models here:
http://www.signforums.com/forums/index.php?autocom=review&CODE=02&id=1
Note that the specific model you're looking at is not reviewed there, but similar plotters made by the same company are.
Having seen US Cutter plotters in action, I have to say that personally I wouldn't have one in the shop for a regular day to day machine. They work fine, cut fine and generally seem to hold up fine, but the darn things sound like a pinball machine when they're operating. If I had to listen to one run 8 hours a day I think I'd lose my mind in short order. For occasional use or as a backup to my main workhorse plotter, I'd have no problem with it.

thanks for the fast replay I'm not too worried about the noise just wanted to know if they cut and held up under use kinda figured for the price that there was something that people disliked thanks again for the info and the link

I don't know much about plotters but I do know so much electronics today is made to throw away after it wears out. Those products are usually carrying low prices but not always. I always feel you get what you pay for so my 2 cents has been flattened by a train! Shop smart & be a winner! Good luck!

Yes, do not count on support for these things, especially if you buy them through ebay. Consider it a disposable commodity. These are Chinese made cutters, and while the fit, finish and functionality seem to be fine, they are not a workhorse.
If you'll go to US Cutter's web site (www.uscutterdirect.com) and buy it from there, you'll spend a few more $$, but you'll actually get a warranty where you might be able to get service if it blows up on you.

I bought mines off of ebay almost 3 years ago, and it's still working (knock on wood).
It is noisy ( my brother in law compared the noise to a pissed off Atari), and you have to keep an eye on it while it's cutting to make sure the paint mask stays straight, doesn't bunch up, or anything like that.
I found it best to keep it on the floor, where it is most stable, and have an old shoe rack where I mount my roll of masking.
The cuts aren't always perfect, and there is a limit to how small you can go with detail without inviting disaster.
I probably use mine a few times a month, depending on how busy I am. Once it kicks the bucket I'm planning on getting a Roland 24" plotter. Until then, the cheapie has worked out alright for me.
I wouldn't recommend it for a heavy use environment, though. I just don't think it would hold up too long being run all day every day.
