What kind of wheels have you got and what sort of condition are they in? I'm not an expert by any means but I can tell you how we've done our wheels up to now which might help. If you can post some more details I'll tell you how we'd approach them.

Right, this is how we'd tackle them (info from a guy I work with).
First of all, give the wheels a very fine shotblasting. This gives the surface a key and also gets rid of any deposits. If it's too coarse then you'll end up with a rough surface.
Next apply the etch primer. First a light dust coat and then a normal coat.
Before the etch has entirely dried you can go on straight away either with a high build 2k primer or your choice of basecoat - light dust coat and then a normal coat of basecoat followed by lacquer. Don't leave the etch too long or you'll lose adhesion.
